Sekhar holds engineering (BIT) and law degrees, PG diplomas in Cyber Law and Operations, and Chinese interpreter credentials; speaks 7+ languages; and is ISO 27001 Lead Auditor/Implementor (2022), DSCI Lead Privacy Auditor, and IAPP CIPM.

Rakesh Maheshwari is a veteran of 35+ years at India’s Ministry of Electronics & IT (MeitY) and a leading expert in cyber law, data governance, and digital security. As Senior Director & Group Coordinator, Cyber Laws Division, he helped shape the IT Act, 2000, the Intermediary Guidelines & Digital Media Ethics Code, 2021, and the DPDP Act, 2023. He has led enforcement on online safety and Section 69A blocking, worked with CERT-In and UIDAI, and represented the government in 400+ court cases. An E&C engineer from Delhi College of Engineering, he contributes to BIS privacy standards.
